url_rewrite_program works on request URL decisions. It receives request information and replies through Squid's helper protocol; it does not receive a downloaded file to edit and return.

Desired operationRelevant boundary
Redirect the browser or select another request URLThe URL-rewriting helper's request-stage role
Modify a visible HTTP response bodyA response-adaptation facility, such as configured ICAP response modification
Read HTTP inside ordinary CONNECTDestination TLS must first be terminated under an appropriate deployment arrangement
Decrypt an application-encrypted fileThe file's format, algorithm and key, regardless of its transport

The last two rows are easy to conflate. A normal file carried over HTTPS is protected by TLS. An application-encrypted file can remain encrypted even after HTTPS has been terminated. Choosing an adaptation interface supplies neither the application's key nor its decryption algorithm.

Ordinary CONNECT relays encrypted tunnel bytes. A URL helper does not expose the inner response; a design requiring inspection must establish whether that traffic can and should be decrypted in the deployment.

Where Squid can inspect the HTTP message, a response-modification service still owns content encodings, changed lengths and failure behavior. Select the interface after defining the transformation, rather than extending a working URL-rewrite example to a processing stage it never receives.
