When an installer's native launcher creates a JVM without exposing a java command line, set this environment before starting the installer from that PowerShell session:

$env:JAVA_TOOL_OPTIONS = '-Dhttp.proxyHost=proxy.example -Dhttp.proxyPort=8080 -Dhttps.proxyHost=proxy.example -Dhttps.proxyPort=8080'

The name is exactly JAVA_TOOL_OPTIONS. For a permitted public-artifact installation without proxy authentication, an address from the HTTP proxy list can replace the hostname and separate ports; both destination protocols can use one intermediary. This works for an HTTP stack that consumes those JVM proxy properties.

The VM reads the variable through JNI_CreateJavaVM. It accepts VM options such as -D, not launcher-only instructions such as selecting -jar. A variable called JAVA_OPTS is instead a script convention and works only where the launcher reads it.

Keep the override local to the intended installation session. An already running GUI process or a launch from another parent does not receive the current shell's updated environment automatically.
