Standard PAC has no general-purpose import, fetch, or browser document environment. Combining a company policy with local exceptions therefore needs a step before the script reaches the browser.

One routing entry point

Keep separate rule sources for editing, then produce one delivered script with one FindProxyForURL(url, host). Give helper functions distinct names and apply the intended rule order in that entry point.

An organization's web server can generate the finished script instead. Either way, the browser receives a complete policy; the running PAC does not fetch another PAC URL. The WinHTTP documentation describes the constrained execution environment.

Resolving conflicts and missing inputs

Decide whether local exceptions override company rules. Also decide whether a missing source blocks publication or leaves the last approved version in place. Publishing an empty result could create an unintended direct-routing policy.

Keep the delivered URL stable and reachable independently of the proxy route it configures. After publishing, confirm that the browser retrieved the new script. If offices require different policies, distribute the appropriate finished script through their existing management mechanism.
