“Connection reset by peer” reports a broken transport connection. It does not identify the ISP, proxy operator or website as the cause.

Reset timingWhere to investigate
Immediately after TCP connectsA protocol mismatch or a service rejecting the opening exchange
After CONNECT succeedsThe established tunnel path
During a responseUpstream closure, an intermediary lifetime policy and the transfer path

Then change one relevant condition while keeping the proxy and destination fixed. Compare a correctly configured encrypted client-to-proxy connection, where supported, or the same client from another approved network. Ask whether the operator can correlate the attempt in its logs.

A different result narrows the investigation without proving one cause. Moving traffic through a tunnel can change timing, load, policy and middleboxes together. Its success alone cannot establish deliberate blocking on the original path.

Where authorized packet observations are available, compare them with application and proxy logs. Even the expected packet source address does not explain why a reset was sent or which system enforced a policy.

Preserve the numeric error, timestamp, endpoint and last completed stage. Use that evidence before changing credentials or TLS settings; the short reset message by itself supplies no reason to change either.
