A working HTTP proxy proves a route for the web client using it. Windows Time uses NTP over UDP port 123, so the browser’s proxy configuration does not supply that time-synchronization route.

From an appropriately authorized command prompt, inspect the current source and peer configuration:

w32tm /query /source
w32tm /query /configuration
w32tm /query /peers

These queries report the service’s current settings and peers. Determine whether the machine should use the organization’s existing time hierarchy or an approved internal NTP server before changing its source.

The selected server needs a permitted UDP path. An HTTP CONNECT tunnel carries a TCP stream, and moving an NTP destination to port 80 does not translate NTP into HTTP. A SOCKS-based UDP arrangement would need actual client and relay support; a SOCKS listener alone is insufficient.

An HTTP Date value can be useful for a rough comparison, but it is another protocol’s observation and does not establish that W32Time’s configured NTP exchange works.
