The debugging proxy is gone, but the phone still tries to contact it. Uninstalling the app that changed a setting is not a guarantee that the setting was restored.

Identify whether the endpoint belongs to a Wi-Fi profile, a global setting changed through development tooling, an app-specific override, or device management. Turning off the proxy on one Wi-Fi network does not necessarily change the other sources.

Keep a record of the original configuration and the tool that applied the change. On a managed phone, the administrator may deliberately restore its policy, so a value returning after a local edit can have a clear owner.

Old instructions that edit Android's settings database directly are version-specific and can leave related values inconsistent. Prefer the supported configuration interface for the actual owner. Do not assume null, an empty string, and :0 are interchangeable across every Android release and API.

After restoring the intended configuration, check the affected application separately. A private app override can remain even when the network-level setting is correct.
