A browser opening the NuGet v3 index has not tested package download access. The index advertises resource URLs through @type and @id; metadata and package content can be hosted elsewhere.

  1. Read the restore output for the first failed URL, package ID and version.
  2. Compare that host with the resource URLs in the feed index. PackageBaseAddress/3.0.0 supplies the base for version enumeration and package-file retrieval.
  3. Include redirects when reviewing the required path with the network administrator.

For a hypothetical index at feed.example advertising content at packages.example, a package list can load while the selected .nupkg is blocked. Repeated login attempts do not make those requests equivalent. A cached package succeeding also says little about another remote content URL.

Follow the advertised resource instead of guessing a hostname. NuGet discovers it because feed infrastructure can change; an index-host allow rule alone may not cover it.

Classify the actual response: 407 requests proxy authentication, while a policy denial, failed CONNECT, unreachable host or TLS error needs its own investigation. Similar dialogs can hide those differences. Request access to the feed's documented resource hosts rather than an unrelated product's broad wildcard list, then investigate any remaining account failure.
