For Mix's HTTP downloader, provide the proxy variables before launching the intended task. In a POSIX shell:

export HTTP_PROXY=http://proxy.example.net:8080
export HTTPS_PROXY=http://proxy.example.net:8080
export NO_PROXY=localhost,127.0.0.1

Choose the intermediary, using an address from the HTTP proxy list for a public HTTP route, and keep the intended bypasses. Then run the Mix task from that environment. Mix's current implementation checks uppercase names before lowercase equivalents and configures its dedicated Erlang httpc profile.

This covers Mix-managed downloads such as tool bootstrapping. A Mix task may also delegate a download to Hex or Git: Hex documents its own http_proxy and https_proxy configuration, and Git dependencies use Git's transport. Their settings are outside this downloader configuration.

A successful Mix download demonstrates this route for that operation. It does not establish the configuration used by every later package-fetching client.
