A working Acquire::http::Proxy setting proves little about a failed signing-key download until you know which program is fetching the key.

Older instructions using apt-key adv involve GnuPG's keyserver path. Other setup methods download a key with curl or a browser. Those programs do not all read APT's own proxy configuration.

For a GnuPG keyserver request

GnuPG uses dirmngr for relevant network operations. Its documented options include honor-http-proxy and an explicit http-proxy setting; the explicit setting overrides the environment variable. Check the GnuPG home and account actually used, especially for a privileged command.

Check the keyserver URL too. A native keyserver connection is not the same as an HTTPS request for the same key. Browser access through an HTTP proxy does not establish permission for a separate direct connection to a keyserver port.

Follow the publisher's current installation method

Do not revive a deprecated global-trust command to repair network access. The publisher's current instructions should identify the key source and intended keyring. If they use an HTTPS download, configure the HTTP client making that request. Where the publisher is publicly reachable and public intermediaries are allowed, the HTTP proxy list offers endpoint candidates; fingerprint verification remains a separate requirement.

Confirm the key's full expected fingerprint through the publisher's information. A downloaded file, matching display name or search result does not establish identity. For a key rotation, use the current documented replacement process.

APT's Signed-By option can associate that repository with a particular keyring instead of granting general trust across sources. Check the required keyring format and extension, then ensure the acquisition account can read the file and traverse its parent directories. Administrator access alone does not establish that permission.

Let the error identify the next check

  • A timeout concerns the downloader's route or endpoint reachability.
  • A proxy challenge concerns its account and supported method.
  • A fingerprint mismatch is a trust failure after delivery.
  • A later APT signature error can concern the keyring path or repository association.

Resolve that stage while retaining signature verification. Disabling it would remove the check that the signing-key setup is meant to provide.
