A successful settings.set() completion tells you less than a successful browser request through the intended endpoint. Read back the effective ChromeSetting after the asynchronous operation completes, handling its error path first.

Read-back detailQuestion it answers
value.modeIs this system configuration, fixed servers or PAC? Read fields appropriate to that shape rather than assuming a top-level host.
levelOfControlCan this extension control the setting, and is it controlled by this or another extension? Managed policy can restrict changes.
Scope and browsing contextAre you inspecting the regular or intended incognito arrangement? Use the API's documented read/write options.

A read launched immediately after starting the set operation can race it. A read of the wrong property can make a valid system or PAC configuration appear empty. Neither observation establishes that the remote proxy rejected anything.

If a settings control is disabled, inspect the controlling policy or extension rather than repeatedly writing a competing store. Chrome can combine system settings, command-line configuration, extensions and policy.

Once the effective configuration is understood, examine the route for the destination. PAC or a bypass may deliberately choose direct access. If it selects the expected proxy, endpoint availability, authentication and observed exit remain questions for the actual browser request; configuration read-back is not a health check.
