“Elite” usually means an anonymity test found neither the original client address nor the proxy indicators it checks. It is a result from that test, not a different proxy protocol or a promise that the user cannot be identified.

LabelCommon test interpretation
TransparentThe destination receives information that can reveal the original client address.
AnonymousThe original client address is absent, but signs of an intermediary are present.
Elite or high anonymityNeither the original address nor the particular proxy indicators being checked are present.

List operators can use different methods and assign different labels to one endpoint. To compare classifications, you need to know what traffic each test sent and what evidence it inspected.

Why the same proxy can produce different results

An HTTP intermediary may add Via, Forwarded or X-Forwarded-For. Forwarding values can describe earlier hops, including a client address. But clients can supply such headers, intermediaries can remove them and receivers can misread untrusted values. One header's presence or absence does not establish the whole route.

Plain HTTP lets the proxy read and modify the request. In an ordinary HTTPS CONNECT tunnel, the website's HTTP headers are inside client-to-destination TLS; a relaying proxy cannot simply append another header inside that encrypted session. A clean HTTPS result therefore does not establish how the endpoint handles cleartext HTTP.

The classification also leaves other identity signals untouched. A session cookie or API key can identify an account after its network address changes. The label says nothing about IP reputation, operator ownership, logs or trustworthiness.

When selecting an entry from a free proxy list, first verify that it works for your application and destination. If the anonymity label matters, use a documented checker with the protocol you intend to use, then keep the result and time alongside the address. Without that context, the label offers little basis for a privacy decision.
