Get-Command wget -All
Get-Command wget.exe -ErrorAction SilentlyContinue

Run these in the failing session before applying a GNU Wget recipe. Windows PowerShell 5.1 defines wget as an Invoke-WebRequest alias, and aliases take precedence over same-named executables. Other versions or custom sessions may differ.

For GNU Wget already installed, select wget.exe or its full path explicitly and supply its environment using PowerShell syntax:

$env:http_proxy = 'http://proxy.example.net:8080'
$env:https_proxy = 'http://proxy.example.net:8080'
wget.exe 'https://example.com/'

The variables reach children launched afterward. For the GNU Wget command shown, an HTTP entry from the HTTP proxy list can supply the URLs for an allowed public request when Wget’s effective configuration has no proxy credentials. A cmd.exe assignment beginning with set is not PowerShell's environment-provider assignment.

If Invoke-WebRequest is intended, call that name and use its supported -Proxy, -ProxyCredential or -ProxyUseDefaultCredentials options as appropriate. A GNU Wget environment example does not establish that cmdlet's routing or account policy.
