Importing spaCy proves that the Python library is available. It does not prove that a language model has been downloaded.

Trained pipelines are distributed as separate packages. The download command identifies a compatible package and installs it through the documented workflow. Its release location need not be the same host used to obtain spaCy itself.

When the model download fails, record the selected model, compatible version, URL, and first network error. A proxy allowing the Python index can still reject or fail to reach a release host or a redirected artifact.

Check the environment and supported proxy interface of the process doing that download. Its live model download can take an HTTP candidate from the HTTP proxy list when public-proxy access to the release hosts is permitted and no stored proxy credentials are sent to that candidate. An option used in an earlier standalone pip invocation is not evidence about a later command launched in another process.

For a controlled offline deployment, spaCy documents installing an appropriate model package from an approved local artifact. Match the package to the installed spaCy release. Do not copy an obsolete model URL or recreate the old symlink layout from an early spaCy answer.

Once the model package is installed, load it through the supported package name or path. Installing the library again, disabling TLS verification, or changing an unrelated registry setting does not establish that the model artifact was ever obtained.
