Monolog 3's SlackWebhookHandler sends JSON with PHP cURL and sets no explicit proxy option. For an HTTPS webhook, give that PHP process libcurl's proxy environment:

https_proxy=http://proxy.example:8080 php artisan queue:work

This is a Laravel queue worker launch. For PHP-FPM web requests, supply the environment in the FPM worker context. An export in another terminal does not update an existing sender.

Keep the logging channel's Slack webhook URL. The HTTP value names the intermediary carrying the HTTPS request; an endpoint from the HTTP proxy list is a candidate for a public route used by that PHP worker. Any proxy account belongs to the supported proxy-authentication arrangement, not the JSON payload or Slack webhook secret.

Try this route before replacing the handler. A copied override accepting array records belongs to an older Monolog API; Monolog 3's write accepts LogRecord.

Report webhook transport failures through another diagnostic path. Sending the failure back to the same failing webhook can recurse.
