HKCU means the calling process’s current-user registry branch. Running an inspection from an administrator’s session does not automatically make HKCU refer to another signed-in user.

For a known user SID whose profile hive is loaded, a read can target that branch explicitly:

$key = "Registry::HKEY_USERS\$sid\Software\Microsoft\Windows\CurrentVersion\Internet Settings"
Get-ItemProperty -LiteralPath $key |
    Select-Object ProxyEnable, ProxyServer, ProxyOverride, AutoConfigURL

Supply the intended account’s SID in sid. The result describes saved per-user configuration, rather than the final proxy chosen for a particular destination. A protocol-specific ProxyServer map also needs interpretation before being used as one endpoint.

A profile existing on disk does not establish that its hive is currently loaded under HKEY_USERS. Offline-hive inspection is a separate administrative operation; a missing loaded branch is not evidence that the user never configured a proxy.

Also check whether policy makes proxy settings per machine. A per-user registry read alone cannot establish the effective policy of every application running under that account.
