A home address changes, so a proxy owner allows the ISP's regional hostname suffix instead. Reconnection works. The rule may also admit other subscribers with names under that suffix.

That suffix describes a naming group, not ownership of one device. Even a correctly resolved name can satisfy a rule broader than the person intended.

Know whether the proxy matches a reverse name, performs another lookup or uses only a numeric source. Those details affect reliability, but no lookup turns a shared ISP suffix into an individual credential.

For a private service, use an authorization arrangement matching the intended audience: narrow source restrictions where practical, a suitable authenticated proxy, or a protected local listener reached through an approved tunnel. Dynamic addressing is a configuration requirement, not a reason to grant a region permission to use the exit.
