In Links' menu interface, press Escape and open Setup → Network options → Proxies. Enter the intended HTTP proxy endpoint in the relevant field and confirm the dialogs.

Then use Save options. Confirming a network dialog changes the running browser; saving records its options for later launches.

Keep the browser's two addresses straight. The proxy field describes the intermediary's host and port. An entry from the HTTP proxy list can fill that field for allowed public browsing with no proxy account. The address bar still contains the website you want to read.

Links stores user configuration in its own configuration directory; packaged links2 commonly uses ~/.links2/links.cfg. Use the file belonging to the account that actually launches the browser rather than another user's saved configuration.

A shell environment is another configuration source. Exporting http_proxy and then starting Links from that shell can provide the route without a saved browser entry. A later launch from another terminal or service inherits that launcher's environment instead.

Choose one intended source of configuration and keep the effective value visible when comparing launches. Saving Links' options is convenient when this text browser should retain its own route independently of other terminal tools.
