Ask what “dedicated” allocates exclusively. A private username and a unique listening port can still send your traffic through an exit shared with other users.

Exclusive itemWhat it establishes
LoginAccount access; other accounts can use the same service.
Listening endpointA separate place to connect; separate ports can share an outbound address.
Public exit IPThe outbound address allocation, subject to the service's stated period and replacement policy.

This matters when a destination counts activity by public source IP. A shared exit can put other users in the same rate-limit bucket as your application. An exclusive exit would still not remove limits keyed to an account, cookie or other identifier.

Before depending on exclusivity, establish whether the outbound address belongs to your account alone, whether another user can receive it during that period, whether it can rotate behind an unchanged endpoint and what happens when it is replaced. Two endpoints can share both an exit and infrastructure, so do not count every port as an independent public IP.

A single IP check reports one route; it cannot reveal all other users or establish an allocation policy. Keep endpoint and observed exit together, then obtain the actual policy from an operator who defines it. Publication in a free proxy list and a password prompt are both insufficient evidence of exclusive access.
