When the target cannot download through its proxy, prepare the dataset with the supported fetcher on an approved working route and transfer the compatible cache. On the target:

from sklearn.datasets import fetch_20newsgroups

dataset = fetch_20newsgroups(
    data_home='/path/to/prepared-scikit-data',
    download_if_missing=False,
)

download_if_missing=False raises OSError if the data is absent; it does not try another download route. Use that result to distinguish missing preparation from a later data operation.

Match the target's cache location. get_data_home reports the default, while SCIKIT_LEARN_DATA or an explicit data_home can change it. A cache in another user's home is not automatically visible here.

Create the cache using a compatible library version and the fetcher itself. A tar archive or handmade internal pickle is not interchangeable with that supported result.

For live downloads, configure the actual downloader's proxy environment before Python starts. Where the dataset host is public and public-proxy downloads are permitted, the HTTP proxy list supplies candidates for the downloader’s HTTP proxy environment values. Installing scikit-learn or using bundled load_* examples does not exercise a network dataset fetch.
